Sample Initial Notification Letter

Under Title VI of the Civil Rights Act of 1964, U.S. schools are required to identify English Learners (ELs) and assess their English proficiency level in order to provide language instruction educational program (LIEP) services. The U.S. Department of Education Office for Civil Rights in conjunction with the U.S. Department of Justice has approved three questions which are required to be provided, verbatim, to all students enrolling in a Virginia public school. A language other than English was indicated as a response to at least one of the three questions on your student’s enrollment documents, resulting in the administration of a screening to determine the student’s English proficiency level, or the determination of the English proficiency level based on the student’s previous ACCESS for ELLs assessment results, if the student is transferring to us from another division with WIDA scores.

The report below provides information about your student’s scores on the «TESTNAME», administered on «TESTDATE». Based on your student’s performance, your student’s PROGRAM LEVEL has been determined to be «PROGRAMLEVEL».

  • Students with Program Levels 1 - 4 are eligible for LIEP services.

  • Students with Program Levels of Monitor Years 1-4, Exited, or Not Eligible are not eligible for LIEP services.
