 The Loudoun County School Board held a meeting at 4:30 p.m. Tuesday, June 25, in the School Board Meeting Room at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court in Ashburn.

Work Session
Ahmad Woods, LCPS Auditor General, presented the FY25 Annual Audit Plan to the School Board.  The Annual Audit Plan is a guide developed for utilizing the department's resources during the fiscal year to address the risks of LCPS. 

The Board then convened a Closed Session pursuant to 2.2-3705 of the Code of Virginia. 

Recess Meeting 

Pledge of Allegiance and National Anthem
The Pledge of Allegiance was performed by the VHSL Spring Student-Athletes. 

Student and Staff Recognition
The Virginia House of Delegates, represented by former LCSB member and current Virginia Delegate Atoosa Reaser, recognized Megan Tucker as the Aerospace Educator of the Year. 

LCPS piloted Middle School Intramural sports this school year. This spring included a 7 on 7 Soccer Tournament at Heritage High School. The top 2 teams from each participating middle school competed for the LCPS Championship. Seneca Ridge House A won over Seneca Ridge Los Chamos 1-0 for the title. 

Teams and individuals were recognized for their outstanding achievement in capturing the highly prestigious VHSL State Championship in their sport or activity during the spring sports season. 

Superintendent’s Report
Highlights of the report included:

  • Rebecca Pierce has been named the next Principal of Ashburn Elementary School.

  • Safe Routes to School Program connected students with refurbished bicycles.

  • Four students represented LCPS at the International Science & Engineering Fair, winning three awards.

Public Comment
Community members participated in person and virtually to provide the School Board with comments on a range of topics. 

Action Items
The Board addressed fifteen action items:

1. The School Board authorized the School Board Chair to sign all site land development documents/easements required to be executed by the School Board for the delivery of the Banneker ES Renovation and Addition.

2. The School Board approved a supplemental budget increase of $12,000,000 for the Health Self Insurance Fund and use of fund balance in the same amount.  Further, the School Board recommended a supplemental budget increase of $160,000 to the Short Term Disability Fund.

3. The School Board awarded IFB #I21331 Milk and Related Items to Dairy Maid Dairy for the period August 1, 2024 through July, 31, 2025.

4. The School Board renewed RFP #R22283 Property and Casualty Insurance Program effective July 1, 2024 through June 30, 2025 to VACoRP.

5. The School Board awarded RFP #R23261 Fresh Produce effective August 1, 2024 through July 31, 2025. 

6. The School Board renewed RFP #R23263 Ice Cream to Garber’s Ice Cream Co., Inc. from August 1, 2024, through July 31, 2025.

7. The School Board approved a lease with an option to purchase not to exceed $10,000,000 with TD Equipment Finance, Inc, for the purchase of vehicles and equipment for technology.

8. The School Board renewed RFP #R23267 Groceries to Sysco USA III, LLC effective from August 1, 2024 through July 31, 2025.

9. The School Board awarded IFB #I24332 Cafeteria Paper Supplies to Riverside Paper Supply effective August 1, 2024 through July 31, 2025. 

10. The School Board approved revised Policy 8655, Student Personal Device Use, as amended.

11. The School Board requested the Loudoun County Board of Supervisors appropriate $2,078,012 to the School Operating Fund with funding from appropriated state revenues.

12. The School Board approved the Charter School Renewal Agreement between Loudoun County School Board and Hillsboro Charter Academy.

13. The School Board approved the HCA and MCCS Technology and Support Services agreements

14. The School Board approved the 2024-2025 Consolidated Grant Application for the Elementary and Secondary Education Act as Amended by ESSA.

15. The School Board approved the Head Start Annual Training and Report and the Head Start Grant Application for Funding Period December 1, 2024 – November 30, 2025. 

Information Items
The Board discussed several information items, including:

  1. New Policy 6640, Emergency First Aid, CPR, AED and Diabetes Management Trained and Certified Personnel.

  2. School Board Meeting Calendar for Fiscal Year 2026 Capital Budgets and Fall 2024 School Attendance Zone Change Processes.

  3. Collective Bargaining Resolution.

Board members provided comments and updates on their respective committees.
