The Loudoun County School Board (LCSB) adopted the FY26 Operating Budget during a Special School Board Meeting and Public Hearing on Tuesday, February 4, 2025 at the Loudoun County Public Schools (LCPS) Administrative Offices in Ashburn. The Board heard from community members and asked thoughtful questions as they addressed the $1.96B Superintendent’s Estimate of Needs (SEON) presented on January 14.

“I’m proud that the School Board has adopted a budget that balances fiscal responsibility with our dedication to student success,” said Loudoun County School Board Chair Melinda Mansfield. “We took the time to listen to our community, carefully considered their feedback, and made adjustments that reflect their priorities. From increasing the number of athletic trainers in our high schools to enhancing in-person tutoring and expanding after-school programs in Title I schools, this budget demonstrates our commitment to supporting students both inside and outside the classroom. I appreciate the thoughtful collaboration of my fellow board members, the engagement of our community, and the hard work of our staff in ensuring we remain good stewards of public funds while investing in the future of Loudoun County’s students.”

The budget includes significant supports for students, including:

  • The addition of 5 full-time employees to support the learning environment for all students, especially those with challenging behaviors.

  • The Recovery School is designed to educate and provide services for students who are in recovery from substance use disorder.

  • After-school allotments for staff members sponsoring student interest activities at elementary schools.

  • Expanding the International Baccalaureate (IB) program.

The final operating budget was approved 6-3 with Griffiths, Shernoff and LaBell opposed.
The changes from the Superintendent’s FY26 Estimate of Needs were the result of adopted motions by the School Board. These amendments included:

  • Increasing the staffing standard of athletic trainers to two per high school, which resulted in six additional trainers.

  • Expanding the International Baccalaureate program to Park View High School.
    Reallocating $500,000 of vendor-based online tutoring to in-person tutoring services during school hours.

  • Adding a Summer Programs and After School Services Coordinator to manage the new after-school programs at five Title I schools.

  • Delaying any changes to retiree health care until staff has had a chance to investigate further.

With strategic increases in student-focused staffing for our special education and English learner students, as well as increased behavioral supports, the expansion of key programs like International Baccalaureate at Park View High School, and greater support for in-person tutoring and after-school services, we are ensuring that every student in Loudoun County has the opportunity to thrive. This budget is more than numbers—it’s a reflection of our community’s values and a testament to our unwavering belief in the power of public education to transform lives.”

The School Board’s Adopted Fiscal Year 2026 Budget will now be considered by the Board of Supervisors starting with a Joint Work Session on Monday, February 24, 2025, at 6 p.m. at the LCPS Administration Building 21000 Education Court, Board Room Ashburn, VA 20148.
