Uzma Askari

My name is Uzma Askari, and I am honored to begin my first year as Rosa Lee Carter's new Principal.  My educational journey began in Toronto, Canada. I attended York University earning my Bachelor of Psychology and Bachelor of Education. I earned my Master’s in Education at George Mason University in Curriculum and Instruction with an endorsement in literacy. Additionally, I earned a postgraduate certificate from Shenandoah University in Administration and Leadership

This is my 20th year in education and my 16th year as an educator with LCPS. Before taking the role of principal at Rosa Lee Carter, I was the assistant principal at Seldens Landing, administrative dean at Cardinal Ridge Elementary, and a reading specialist at Potowmack Elementary. In addition to my time in Loudoun County, I have worked as an elementary educator in both Alexandria, Virginia, and Toronto, Ontario. I bring a passion for education to this position and a commitment to fostering a positive and engaging learning school culture. I look forward to working together to further the school's success and achievements. Together, we will make this a fantastic year! Let’s go Coyotes!

My name is Ryan Mouw and I am very excited and honored to be the Assistant Principal at Rosa Lee Carter Elementary School.  I look forward to continued opportunities to meet, speak and collaborate with all members of the school community.   Working together as a team, we will continue to “embrace the legacy” and to achieve our school’s mission and vision.

This is my twenty-third year in public education and my eleventh year with Loudoun County Public Schools.   I spent twelve years working with Prince William County Public Schools as a special education teacher, a third grade teacher, a fourth grade teacher and as an administrator at a preschool for students with special needs.   I hold a bachelor’s degree in elementary education and sociology from the College of William and Mary and master’s degrees in special education and educational leadership from George Mason University.

My wife Jessica and I live in Loudoun County with our two children.  My son Owen is thirteen (eighth grade) and my daughter Skyler is eleven (sixth grade).
