Bullying Prevention Lessons & Education
Loudoun County Public Schools uses the Second Step Bullying Prevention Program for all elementary students. Second Step is a research-based program which provides training for staff and developmentally appropriate lessons for students. Second Step also has a family component which provides resources to families. The family is able to follow the progression of lessons and do activities at home to reinforce the learning. It’s a school and community-wide approach for bullying prevention.
Second Step Lessons will be presented to students by the school counselors in October and November. Each class will receive 4 classroom lessons on bullying prevention. The lessons will focus on recognizing, reporting and refusing bullying. School counselors also provide bullying prevention training to staff. This training is in addition to the staff-wide Second Step training.

Loudoun County Public Schools implement a county-wide bullying prevention program to teach students how to identify bullying behavior and appropriate ways to solve possible bullying concerns. LCPS School Counselors provide a Bullying Prevention curriculum (through Second Step) which is delivered to all students in Kindergarten through 5th grade. This evidence-based program provides students with four bullying prevention lessons each year. The lesson focuses on 3R’s, and teaches students how to Recognize, Report, and Refuse bullying behavior.

What is Bullying?
Per LCPS School Board Policy 8250, bullying is the systematic and chronic inflicting of physical hurt or psychological distress on another person. Furthermore, the Code of Virginia § 22.1-276.01 defines bullying as: “any aggressive and unwanted behavior that is intended to harm, intimidate, or humiliate the victim; involves a real or perceived power imbalance between the aggressor or aggressors and victim; and is repeated over time or causes severe emotional trauma. ‘Bullying’ includes cyber bullying. ‘Bullying’ does not include ordinary teasing, horseplay, argument, or peer conflict”.
In “kid speak”, bullying is when someone hurts another person’s feelings or body on purpose, and they do so over and over again.

Standard Operating Procedure
PROCESS: Every school principal or their administrative designee will notify the parent/guardian of any student who is involved in an alleged bullying incident of an alleged incident upon learning of such allegation. This includes students who may have been harmed, caused harm, or witnessed the situation.
This notification will be in the form of a standard bullying response letter to go home to the family either through email or printed to be provided to the family.
