Lori Mercer is thrilled and honored to return as the principal of Hovatter Elementary. She holds a Master’s degree in Administration and Supervision from the University of Virginia. She has 30 years experience as an educator working in a variety of public settings with diverse student populations. Mrs. Mercer has served in a number of roles as classroom teacher, elementary assistant principal, and elementary principal. She has had the opportunity to open three new schools in her administrative tenure, Hovatter will be her fourth. Her expertise includes; curriculum and instruction, design and evaluation of professional development, co-teaching in an inclusive environment, personalized learning, and school and community relations. She has been active with Loudoun County’s Office of Elementary Education in mentoring new principals and worked in conjunction with the National Professional Development Center on evidence based practice for students with Autism Spectrum Disorders. 

Lori resides in Leesburg with her husband, Chris, two teen aged children, Charlie and Emily, and two pups, Mollie and Teddy.  She can most often be found on the sidelines cheering for her children's sports teams, and enjoys spending time with family and friends.

Abby Cebular joins the Hovatter Honeybees from Rosa Lee Carter Elementary School in Ashburn. Mrs. Cebular has served as the Administrative Dean at RLC for the last three years and is looking forward to continuing her passion for educational leadership as one of the Assistant Principals at Hovatter. Together, with the rest of the administration, she is excited to build a strong foundation, work collaboratively, and provide students and families with an incredible learning experience at Hovatter.

Mrs. Cebular received her Bachelor’s Degree in Elementary Education from The Pennsylvania State University (WE ARE!) and her Master’s Degree in Educational Leadership from Shenandoah University. Mrs. Cebular takes pride in being a lifelong learner, loves to ride her Peloton, spend time with her husband, and visit new places. She is looking forward to a really special year as a member of the inaugural staff at Hovatter ES

Charley Brock is buzzed with excitement to join the Hovatter Elementary honeybee family. She resides in Inwood, West Virginia with her delightful family---daughter Carter, husband Jeremy, and the wild and crazy, family dog, Goose.

With eleven years in education, Mrs. Brock has taught Kindergarten, 6th grade, been the head-track coach at the middle school level and served as an Assistant Principal. Her love and passion for educational leadership inspired her to branch out to LCPS, where she is ecstatic to continue her educational journey and continue her pursuit as a lifelong learner. Mrs. Brock has a Master's degree in Elementary Education from West Virginia University and a post-graduate certificate in Educational Leadership from Salem University.

In her first year as Dean of Hovatter, her goals include working to establish positive relationships with staff, students, and parents. Ultimately, she aspires to inspire. “Every child, every day.” At the end of the day, Mrs. Brock wants to know that what is best for students was achieved.

When Mrs. Brock is not in school, she can be found outdoors, reading, or at the beach.
